BACKGROUND AND PURPOSE 

Currently, the directors of the Castro County Hospital District serve
two-year terms.  Extending their terms would result in a more experienced
board of directors.  Senate Bill 613 extends the terms of the directors of
the Castro County Hospital District to three years. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 613 amends law to require all directors of the Castro County
Hospital District to serve a period of three years and until their
successor has been duly elected or appointed and qualified, except that the
directors elected in 2000 and one of the directors elected in 2001 shall
serve for two years. 

EFFECTIVE DATE

On passage, or if the Act does not receive the necessary vote, the Act
takes effect September 1, 2001.
