BACKGROUND AND PURPOSE 

Ralph L. Lowe built his first home in Friendswood, Texas in 1952 and later
lobbied to link the cities of Friendswood, Alvin, and Webster through the
construction of Farm-to-Market Road 528. Additionally, Mr. Lowe spent many
years representing the citizens of Friendswood, serving as a city council
member for 2 years and as the mayor of Friendswood for 16 years.  Mr. Lowe
is remembered as a diligent worker who helped his community by offering his
own land for area improvements.  Senate Bill 456 designates Farm-to-Market
Road 528 in the City of Friendswood as the Ralph L. Lowe Parkway. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 456 amends the Transportation Code to designate Farm-to-Market
Road 528 in the City of Friendswood as the Ralph L. Lowe Parkway.  The bill
requires the Texas Department of Transportation (TxDOT) to design and
construct memorial markers indicating the designation as the Ralph L. Lowe
Parkway and any other appropriate information.  The bill also requires
TxDOT to erect a marker at each end of the parkway and at appropriate
intermediate sites along the parkway. 

EFFECTIVE DATE

On passage, or if the Act does not receive the necessary vote, the Act
takes effect September 1, 2001.
