HBA-LJP S.B. 1758 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1758 By: Zaffirini Natural Resources 5/4/2001 Engrossed BACKGROUND AND PURPOSE In 1979, the Beeville Water Supply District (district) was created with boundaries that were coterminous with the boundaries of the City of Beeville to provide water services to the residents of the city. Because the City of Beeville has expanded it boundaries since the creation of the district, the district has expanded the boundaries of the district with elections that may be a burden to the taxpayers of the City of Beeville. Senate Bill 1758 authorizes the board of the district to expand the boundaries of the district by the annexation of additional land if the City of Beeville annexes territory to include more territory within its boundaries. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 1758 authorizes the board of the Beeville Water Supply District (district) to expand the boundaries of the district by the annexation of additional land. If the City of Beeville annexes territory to include more territory within its boundaries, the board of the district is authorized to consider whether the new territory should also be added to the territory of the district and is also authorized to add the territory by a majority vote of the board or reject the addition of the new territory. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
