HBA-CMT S.B. 1164 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1164 By: Truan State, Federal & International Relations 4/29/2001 Engrossed BACKGROUND AND PURPOSE It would be beneficial for Texas to remain competitive during upcoming federal decisions about base closures throughout the United States. Texas' military bases should operate such that they reduce long term costs to the state as well as increase opportunities for investment in infrastructure. Senate Bill 1164 requires the Office of Defense Affairs of the Texas Department of Economic Development, in conjunction with the Texas Strategic Military Planning Commission, to request a report developing a five-year infrastructure plan from each military installation in Texas. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 1164 requires the Office of Defense Affairs of the Texas Department of Economic Development (office), in cooperation with the Texas Strategic Military Planning Commission, to request each military installation in Texas to develop a five-year strategic infrastructure plan and submit the plan to the office no later than July 1, 2002. The bill sets forth the contents of the strategic infrastructure plan. The bill requires the office to compile all plans submitted to the office into a single report, include its own recommendations in relation to a comprehensive review of the submitted plans, and submit a copy of the report and recommendations to the governor, lieutenant governor, the speaker of the house of representatives, and the chair of each legislative committee with jurisdiction over defense affairs by December 1, 2002. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
