HBA-EDN S.B. 1085 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1085 By: Harris Public Health 5/7/2001 Engrossed BACKGROUND AND PURPOSE Currently, the advisory committee on inpatient mental health services provides assistance to the board of the Texas Department of Mental Health and Mental Retardation on inpatient mental health issues in the state. Senate Bill 1085 provides for the continuation of the advisory committee. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 1085 amends the Health and Safety Code to specify that provisions relating to the duration of advisory committees do not apply to the advisory committee on inpatient mental health services. S.B. 1085 repeals provisions specifying that the advisory committee on inpatient mental health services be abolished on September 1, 2001. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
