BACKGROUND AND PURPOSE 

Current law limits the compensation of election judges and clerks to no
more than $6 an hour.  Some counties find it difficult to hire enough
election workers at this wage.  Senate Bill 1023 entitles an election judge
or clerk to a wage fixed by the appropriate authority that is at least the
federal minimum hourly wage. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 1023 amends the Election Code to change the amount of
compensation an election judge or clerk is entitled to for services
rendered at a precinct polling place to be an amount fixed by the
appropriate authority that meets or exceeds the federal minimum hourly
wage. 

EFFECTIVE DATE

September 1, 2001.
