HBA-CMT H.C.R. 119 77(R) BILL ANALYSIS Office of House Bill AnalysisH.C.R. 119 By: Crabb State, Federal & International Relations 3/11/2001 Introduced BACKGROUND AND PURPOSE Texas law adopted in 1999 mandates the flying of the POW/MIA flag at state office buildings on Armed Forces Day, Memorial Day, Flag Day, Independence Day, Veterans Day, and National POW/MIA Recognition Day. It is appropriate that Americans keep in mind the many United States military personnel and civilians who remain missing in action from past military conflicts. Currently there are more than 90,000 persons who remain missing, and approximately 50,000 former prisoners of war living among us whose return to this country was the result of perseverance in the pursuit of their identification, location, recovery, and safe return. Since the end of this country's military participation in Southeast Asia there have been 593 Americans who have been repatriated or accounted for. Since the fall of South Vietnam, 58 firsthand sightings of Americans have been reported, including 13 unresolved sightings involving individuals in a captive or noncaptive environment and another 45 sightings that were determined to correlate to individuals listed as missing. House Concurrent Resolution 119 expresses support for the continued search for missing United States military personnel and civilians. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this resolution does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Concurrent Resolution 119 expresses support for the continued search for missing United States military personnel and civilians from past military conflicts.
