BACKGROUND AND PURPOSE 

Voter rolls have expanded greatly through the increased registration
facilitated by the National Voter Registration Act of 1993.  Also, voter
rolls quickly become outdated because of the large number of voters moving,
dying, or being incarcerated each year who are not immediately purged from
the rolls.  Under current law, voters are purged from the rolls only after
remaining inactive for two federal election cycles. House Concurrent
Resolution 117 urges the Congress of the United States to enact legislation
amending the National Voter Registration Act of 1993 to allow Texas to
remove the names of inactive voters from voter registration rolls upon the
completion of one federal election cycle. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this resolution
does not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Concurrent Resolution 117 urges the Congress of the United States to
enact legislation amending the National Voter Registration Act of 1993 to
allow Texas to remove the names of inactive voters from voter registration
rolls upon the completion of one federal election cycle rather than after
two federal election cycles.
