BACKGROUND AND PURPOSE 

Current law requires that five directors be elected to the Clearwater
Underground Water Conservation District on the first Saturday in May of
2001.  House Bill 890 amends law to provide that one director be elected at
large and one director be elected by each county commissioners precinct,
and that the first election will take place on the first Saturday in May of
2002. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 890 amends law relating to the board of directors of the
Clearwater Underground Water Conservation District to require the directors
of the district to be elected by the commissioners precinct method which
provides that one director be elected by the entire district and one
director be elected from each county commissioners precinct.  The bill also
sets forth provisions regarding eligibility to serve as director, the
lengths of terms of directors, and the administration of the elections.
The bill sets the date of the election on the first Saturday in May of
2002. 

EFFECTIVE DATE

On passage, or if the Act does not receive the necessary vote, the Act
takes effect September 1, 2001.
