HBA-EDN, JEK H.B. 583 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 583 By: Denny State Affairs 2/7/2001 Introduced BACKGROUND AND PURPOSE In 1952, the United States Congress enacted a National Day of Prayer as an annual event and in 1988, specified the first Thursday of May of each year as the date it is to be recognized. House Bill 583 establishes the first Thursday in May as Texas Prayer Day to coincide with the National Day of Prayer. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 583 amends the Government Code to establish the first Thursday in May of each year as Texas Prayer Day. EFFECTIVE DATE September 1, 2001.
