BACKGROUND AND PURPOSE 

Martin Luther King, Jr. Day is currently a holiday for all state agencies.
House Bill 399 prohibits the legislature from meeting on a legal holiday
for the observance of the birthday of Dr. Martin Luther King, Jr. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 399 amends the Government Code to prohibit the legislature from
meeting on a legal holiday for the observance of the birthday of Dr. Martin
Luther King, Jr. 

EFFECTIVE DATE

September 1, 2001.
