HBA-DMH H.B. 3433 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3433 By: Merritt Transportation 7/18/2001 Enrolled BACKGROUND AND PURPOSE Some citizens who have made important contributions to the State of Texas have been recognized by the state by having their names designated to certain landmarks. Charles K. Devall owned several Northeast Texas newspapers, including the Kilgore News Herald, which he published from 1940 to 1979. He also served as the president of the North & East Texas Press Association in 1937. Mr. Devall took part in the 33-year roadway improvement project to bypass Gregg and Rusk counties called the Kilgore relief route which is expected to be completed in 2001. House Bill 3433 designates a portion of United States Highway 259 Relief Route as the Charles K. Devall Memorial Highway. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3433 amends the Transportation Code to designate a portion of United States Highway 259 Relief Route from 4/10 mile south of the northern Kilgore municipal boundary to 7/10 mile south of the southern Kilgore municipal boundary as the Charles K. Devall Memorial Highway. The bill requires the Texas Department of Transportation to design and construct memorial markers indicating the highway number, the designation as the Charles K. Devall Memorial Highway, and any other appropriate information. EFFECTIVE DATE June 15, 2001.
