HBA-BSM H.B. 3258 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3258 By: Green Higher Education 4/1/2001 Introduced BACKGROUND AND PURPOSE Currently, the Nixon-Smiley Consolidated Independent School District (NSCISD) is located within the Victoria College District service area. Traditionally, college districts provide dual-credit classes for students and schools within the district so that students have the ability to excel in their college courses. For the past two years, Austin Community College has been working with NSCISD to provide programs for their students. House Bill 3258 transfers the territory within the Nixon-Smiley Consolidated Independent School District in Gonzales County from the Victoria College District Service Area to the Austin Community College District Service Area. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3258 amends the Education Code to transfer the territory within the Nixon-Smiley Consolidated Independent School District that is located in Gonzales County from the Victoria College District service area to the Austin Community College District service area. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
