HBA-BSM H.B. 3059 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3059 By: Wilson State Recreational Resources 4/1/2001 Introduced BACKGROUND AND PURPOSE PT 309, the last remaining PT boat to see World War II action, currently sits near the Battleship TEXAS in Houston. These small patrol torpedo boats helped to change the course of naval warfare, and were instrumental in turning the tide of the naval war in the Pacific during World War II. This PT boat is a piece of American history that merits being honored and preserved as a historical artifact. House Bill 3059 transfers the care, control, and custody of PT 309 from the Parks and Wildlife Department to the Texas Historical Commission. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3059 transfers the care, custody, and control of PT 309 from the Parks and Wildlife Department to the Texas Historical Commission on November 1, 2001. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
