HBA-TBM, MPM H.B. 298 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 298 By: West, George "Buddy" County Affairs 2/12/2001 Introduced BACKGROUND AND PURPOSE Under current law, the assistant administrator of the Ector County Hospital District (district) is appointed by and serves at the will of the board of directors of the district. House Bill 298 provides that any assistant administrators are appointed by and serve at the will of the administrator of the district. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 298 amends law to authorize the administrator of the Ector County Hospital District, rather than the board of directors, to appoint one or more qualified assistant administrators to serve at the will of the administrator. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
