Elections

Introduced

BACKGROUND AND PURPOSE

Under current law, there are no eligibility requirements for
representatives at an election recount. An election watcher is required to
be a qualified voter of the county or political subdivision in which the
person is to serve. The recount process may be improved by similar
requirements for recount representatives. House Bill 2779 provides that a
recount representative must satisfy the same eligibility requirements
prescribed for election watchers.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.

ANALYSIS

House Bill 2779 provides that to be eligible to serve as a representative
at an election recount, a person must satisfy the eligibility requirements
prescribed for watchers in the election.
