HBA-LJP H.B. 2778 77(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 2778 By: Farabee State Affairs 7/10/2001 Enrolled BACKGROUND AND PURPOSE The unfunded mandates interagency work group (interagency work group) was created in 1997 by the 75th Legislature to review the legislative history of unfunded mandates, conduct evaluations on the benefits and costs of mandates on affected political subdivisions, and to present a written report on the findings to the legislature. Prior to the 77th Legislature, the interagency work group consisted of the state auditor, the director of the Legislative Budget Board, the comptroller of public accounts, a senator appointed by the lieutenant governor, and a house member appointed by the speaker of the house of representatives. However, the interagency work group did not contain a representative from the local level of government. House Bill 2778 adds two local representatives to the interagency work group. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2778 amends the Government Code to add one officer of a political subdivision appointed by the lieutenant governor and one employee or officer of a political subdivision appointed by the speaker of the house of representatives to the unfunded mandates interagency work group. EFFECTIVE DATE September 1, 2001.
