HBA-BSM H.B. 2761 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2761 By: Brown, Betty Natural Resources 4/12/2001 Introduced BACKGROUND AND PURPOSE The Texas Water Rights Commission by court order converted Kaufman County Levee Improvement District No. 4 to the Kaufman County Municipality Utility District No. 1 in 1975 for the purpose of supplying water as well as flood control in a defined area in Kaufman County. The district does not and is not planning to supply water to any area in Kaufman County. House Bill 2761 converts the Municipality Utility District No.1 to the Kaufman County Levee Improvement District No. 4. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2761 converts the Kaufman County Municipal Utility District No. 1 to become the Kaufman County Levee Improvement District No. 4, and provides that the district is subject to law regarding levee improvement districts. The bill requires the Commissioners Court of Kaufman County to appoint the district's board of directors. EFFECTIVE DATE September 1, 2001.
