HBA-SEP H.B. 2587 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2587 By: Counts Land & Resource Management 3/28/2001 Introduced BACKGROUND AND PURPOSE Current law provides zoning regulations for approximately 90 percent of the land surrounding lake Alan Henry, but excludes a small section in Kent County. Expanding the zoning to include that portion of land will give the Kent County commissioners the authority to enact zoning regulations consistent with the other 90 percent of land surrounding Lake Alan Henry. House Bill 2587 expands the zoning authority of the Kent County commissioners. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2587 amends the Local Government Code to authorize the Commissioners Court of Kent County to enact zoning regulations for areas located within one mile of the high water marks established for Lake Alan Henry. EFFECTIVE DATE September 1, 2001.
