HBA-MPM H.B. 2143 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2143 By: Delisi Public Education 7/25/2001 Enrolled BACKGROUND AND PURPOSE Prior to the 77th Legislature, Texas school districts were authorized to charge tuition for the attendance of a student who was not domiciled in Texas and resided in military housing that was exempt from taxation by the district. House Bill 2143 prohibits school districts from charging tuition to these students. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2143 amends the Education Code to prohibit a school district from charging tuition for the attendance of a student who is domiciled in another state and resides in military housing that is located in the district but is exempt from taxation by the district. EFFECTIVE DATE June 11, 2001.
