BACKGROUND AND PURPOSE 

Currently, Texas Southern University's (TSU) statutory purpose statement
designates TSU as a special purpose institution of higher education for
urban programming, but does not explicitly state that TSU offers a wide
range of degree programs comparable to other general academic institutions.
C.S.H.B. 2054 expands TSU's statutory purpose statement to reflect its
similarities to other general academic institutions.    
RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

C.S.H.B. 2054 amends the Education Code to provide that Texas Southern
University is designated as a statewide general purpose institution of
higher education. 

EFFECTIVE DATE

On passage, or if the Act does not receive the necessary vote, the Act
takes effect September 1, 2001. 

COMPARISON OF ORIGINAL TO SUBSTITUTE

C.S.H.B. 2054 modifies the original by conforming the substitute to Texas
Legislative Council format.
