BACKGROUND AND PURPOSE 

Currently, the Dallas/Fort Worth Airport Board of Directors is composed of
eleven members from or appointed by the cities of Dallas and Fort Worth.
The airport actually occupies land and conducts operations in the cities of
Grapevine, Coppell, Irving, and Euless without board representation from
those cities.  Communities in Grapevine, Coppell, Irving, and Euless are
affected by airport operations, but do not have input in airport
development or decision making.  House Bill 2051 modifies joint board
membership for a county or municipal airport to create a position for a
member from a non-constituent municipality. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 2051 amends the Transportation Code to provide that the joint
board consisting of two or more public agencies (joint board) for which the
constituent agencies are populous home-rule municipalities must include in
its membership the chief executive officer of a non-constituent
municipality appointed by the constituent agencies in accordance with the
provisions that govern the joint board.  The bill prohibits a
nonconstituent municipality's chief executive officer from being appointed
to a subsequent term until each of the other non-constituent
municipalities' chief executive officers have served an intervening term.
The bill requires the joint board to appoint, as soon as practicable, a
chief executive officer of a non-constituent municipality to serve the same
term as a member appointed by the governing authority of a participating
agency.

September 1, 2001.
