HBA-BSM H.B. 2032 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2032 By: Walker Natural Resources 3/4/2001 Introduced BACKGROUND AND PURPOSE The Open Meetings Act requires the boards of directors of water districts who plan to hold a joint meeting to give 72 hours notice of the meeting in a place readily accessible to the general public. Current law also requires notice of the meeting to be published not later than the 30th day before the date of the meeting in a newspaper with general circulation in each county in the management area, which can be costly and time consuming. House Bill 2032 removes the 30 day publishing requirement. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2032 amends the Water Code to remove the provision that requires notice of joint meetings of water district boards to be published 30 days prior to the meeting in a newspaper with general circulation in each county in the management area. EFFECTIVE DATE September 1, 2001.
