HBA-LJP H.B. 1984 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1984 By: Wilson Higher Education 3/13/2001 Introduced BACKGROUND AND PURPOSE Under current law, if a student has been promised or granted an athletic scholarship, grant, or similar financial assistance to a general academic teaching institution (institution) based on the student's future participation in a sports organization of the institution, then the student must have a certain minimum high school or college-level grade point average for an institution to admit the student. If a student is admitted to an institution based on athletic ability, then the student is being admitted on different standards than other students. House Bill 1984 establishes the Uniform Student Admission Act to provide for a fair and uniform standard in undergraduate admissions to institutions. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1984 amends the Education Code to establish the Uniform Student Admission Act. The bill requires a general academic teaching institution (institution) to treat each applicant for admission to the institution as an undergraduate student fairly and according to the same standards as other applicants for undergraduate admission to the institution, including an applicant who has been promised or granted an athletic scholarship or any other financial assistance conditioned on the applicant's participation in an extracurricular activity organized or sponsored by the institution. EFFECTIVE DATE September 1, 2001.
