HBA-EDN, BSM H.B. 1771 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1771 By: Burnam Natural Resources 3/19/2001 Introduced BACKGROUND AND PURPOSE Elections for members of the board of directors (board) of the Tarrant County Water Control and Improvement District No. 1 are not held concurrently with elections for other units of local government in the surrounding area, which may result in low voter turnout, additional costs to taxpayers, and voter confusion. House Bill 1771 changes the date of election for the board to coincide with the election date of other units of local government in the area served by the district and modifies the composition and terms of the board. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1771 amends law to require that the election of directors be held on the same day and in the same location as the general election for officers of the municipality with the greatest population that is located in the district. The bill changes the composition and terms of office of the board of directors of the Tarrant County Water Control and Improvement District No. 1. The bill provides that five directors are to be elected to serve staggered four-year terms. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
