HBA-DMH H.B. 1523 77(R)BILL ANALYSIS Office of House Bill AnalysisHB. 1523 By: Wilson Licensing & Administrative Procedures 3/20/2001 Introduced BACKGROUND AND PURPOSE Currently, the Texas Alcoholic Beverage Commission (TABC) issues over 60 different permits to regulate alcoholic beverages. Many permits and licenses are secondary, because they are only issued to certain permit holders that already have a TABC permit or license and desire additional privileges related to their primary permit or license. Other permits are rarely issued or may be no longer necessary. Streamlining the types of permits and licenses issued to alcohol related businesses may help eliminate confusion and ease the administrative burden for both TABC and its applicants. House Bill 1523 repeals law relating to a market research packager's permit. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1523 amends the Alcoholic Beverage Code to repeal law relating to a market research packager's permit, which allows a permittee to receive certain alcoholic beverages and place such beverages in containers or packaging material in connection with a market research program. EFFECTIVE DATE September 1, 2001.
