HBA-NRS, BSM H.B. 149 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 149 By: Wohlgemuth Transportation 4/5/2001 Introduced BACKGROUND AND PURPOSE Current law requires the Texas Department of Transportation to issue a specially designed license plate for a vehicle owned by a surviving spouse, parent or adult child of a person killed in the line of duty as a peace officer. Siblings, stepchildren, or children adopted by a person killed in the line of duty as a peace officer are not currently eligible to receive the specially designed license plate. House Bill 149 requires the Texas Department of Transportation to issue a specially designed license plate for a vehicle owned by a brother, sister, adopted child, or stepchild of a person killed in the line of duty as a peace officer. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 149 amends the Transportation Code to require the Texas Department of Transportation to issue a specially designed license plate for a vehicle owned by a brother, sister, adopted child, or stepchild of a person killed in the line of duty as a peace officer. EFFECTIVE DATE September 1, 2001.
