HBA-TBM H.B. 1260 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1260 By: Hardcastle County Affairs 3/5/2001 Introduced BACKGROUND AND PURPOSE Currently, the Code of Criminal Procedure allows county inmate labor, but limits participation to public works and maintenance projects. House Bill 1260 provides that inmates shall also be put to labor on works and maintenance projects for nonprofit public service organizations. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1260 amends the Code of Criminal Procedure to provide that inmates of a county jail required to perform manual labor shall be put to labor upon works and maintenance projects for nonprofit public service organizations certified as eligible organizations by the commissioners court of the county. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
