HBA-NRS H.B. 114 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 114 By: Najera Transportation 3/20/2001 Introduced BACKGROUND AND PURPOSE Population growth and an increase in the volume of vehicles on roadways has made it more difficult for pedestrians to safely cross roadways. House Bill 114 requires the operator of a vehicle facing a circular green or a green arrow signal to stop for and yield the right-of-way to pedestrians lawfully in an adjacent crosswalk. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 114 amends the Transportation Code to require an operator of a vehicle facing a circular green or a green arrow signal to stop for, in addition to yielding the right-of-way to, pedestrians lawfully in an adjacent crosswalk. EFFECTIVE DATE September 1, 2001.
