Currently, state employees who serve as members of various local governing
bodies are constitutionally prohibited from receiving direct compensation

submission to the voters of a constitutional amendment allowing for certain
state employees or other individuals to receive compensation for serving as
members of certain governing bodies.

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
