BACKGROUND AND PURPOSE

Currently, the Texas Department of Transportation (TxDOT) charges a $10 fee
for special license plates to veterans of World War II, Korea, Vietnam, and
Desert Storm. S.B. 997 deletes the required fee for obtaining these
special license plates. In addition, this bill removes the provision
requiring TxDOT to send 50 cents of each fee collected to the respective
county treasurer and removes the provision requiring the county treasurer
to credit the money to the general fund of the county to pay the costs of
administering this section.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
