HBA-KMH S.B. 893 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 893 By: Lucio Higher Education 5/14/1999 Engrossed BACKGROUND AND PURPOSE Currently, Texas law does not provide for the naming of the University of Texas Regional Academic Health Centers. S.B. 893 revises the list of institutions comprising the University of Texas System and requires each University of Texas Regional Academic Health Center to carry the name of the community served by the center. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 65.02(a), Education Code, to provide that the University of Texas System is composed of certain institutions, including the University of Texas Health Science Center at Houston which includes the University of Texas Health Science Center at Houston Regional Academic Health Center at Brownsville, the University of Texas Health Science Center at San Antonio which includes the University of Texas Health Science Center at San Antonio Regional Academic Health Center at Edinburg and the University of Texas Health Science Center at San Antonio Regional Academic Health Center at Harlingen. SECTION 2. Amends Section 74.613, Education Code, to require the facilities and associated programs operated by the regional academic health center in or near any municipality in the counties served by the center to be designated as "the University of Texas (insert name of appropriate component institution) Regional Academic Health Center at (insert name of municipality)." SECTION 3. Emergency clause. Effective date: upon passage.
