BACKGROUND AND PURPOSE 

Currently, the comptroller of public accounts publishes a wide variety of
reports on an Internet site, but is not required to do so. The required
posting of reports would enable more members of the public to have access
to fiscal and policy analyses.  S.B. 853 requires the comptroller of public
accounts to publish on an Internet site all reports prepared by the office
that are considered public information.  

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Subchapter B, Chapter 403, Government Code, by adding
Section 403.0115, as follows:  

Sec. 403.0115.  REPORTS PUBLISHED ON INTERNET.  Requires the comptroller to
promptly publish each report that is published by the comptroller of public
accounts and that is public information subject to disclosure under the
open records law, Chapter 552, on the comptroller's Internet site.  

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
