BACKGROUND AND PURPOSE 

Currently, Texas offers certain statewide programs for teacher continuing
education that are targeted at specific groups.  C.S.S.B. 724 authorizes a
regional education service center to contract with a public or private
entity for services under this subchapter (Powers and Duties), including
the provision of continuing education courses and programs for educators. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 8.053, Education Code, to authorize a regional
education service center to contract with a public or private entity for
services under this subchapter (Powers and Duties), including the provision
of continuing education courses and programs for educators. 

SECTION 2.  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.

COMPARISON OF ORIGINAL TO SUBSTITUTE

C.S.S.B. 724 modifies the original by deleting SECTION 1 (proposed Section
21.0541, Education Code) which authorized a regional education service
center to contract with a public or private entity, for the provision of
continuing education courses and programs that fulfill the educator's
continuing education requirements, and provided relevant conditions. 

C.S.S.B. 724 modifies the original by deleting SECTION 2 (proposed Section
61.051(s), Education Code) which required the Texas Higher Education
Coordinating Board to adopt rules requiring institutions of higher
education to give credit as higher education course work to a continuing
education course or program provided under Section 21.0541, Education Code. 

C.S.S.B. 724 modifies the original by adding a new SECTION 1, amending
Section 8.053, Education Code.  For a more complete analysis of this

C.S.S.B. 724 modifies the original by redesignating SECTION 3 (effective
date) and SECTION 4 (emergency clause) as SECTIONS 2 and 3 of the
substitute.
