HBA- MPA S.B. 682 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 682 By: Duncan Transportation 4/18/1999 Committee Report (Amended) BACKGROUND AND PURPOSE The 75th Legislature enacted legislation that designated the future route of La Entrada al Pacifico Corridor. The route followed State Highway 349 from Lamesa south to Midland, west on IH-20 to Odessa, and then south on U.S. 385 to Fort Stockton. That legislation also directed the Texas Department of Transportation to design, construct, and place commemorative markers along the highway to indicate the corridor's designation. S.B. 682 makes technical corrections to statutory language by slightly modifying the corridor's route and boundaries. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 225.034, Transportation Code, as added by Section 1, Chapter 595, Acts of the 75th Legislature, Regular Session, 1997, and redesignates it as Section 225.040, as follows: Sec. 225.040. LA ENTRADA AL PACIFICO CORRIDOR. Specifies the highways and portions of highways designated as La Entrada al Pacifico Corridor. Includes in the designation any portion of a highway in a corridor on two miles of either side of the center line of the highway. Creates new Subdivisions (3) and (4) and redesignates existing Subdivisions (3) and (4) to Subdivisions (5) and (6), respectively. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause. EXPLANATION OF AMENDMENTS Amendment #1 Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.045, as follows: Sec. 225.045. SARGENT JOE PARKS, JR. MEMORIAL HIGHWAY. Provides that Farmto-Market Road 457, from mile marker #648 to #677, located in the County of Matagorda, is now named Sargent Joe Parks, Jr. Memorial Highway.
