BACKGROUND AND PURPOSE

Current law regulates student fees charged by Texas Tech University. The
maintenance, operation and improvement of the Texas Tech University Center
is funded through a student fee, which is legislatively capped at $50 for
each regular semester and $25 for each summer session. S.B. 562 increases
student fees charged by Texas Tech University for operating, maintaining,
and improving the University Center.

not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
