HBA-LCA S.B. 424 76(R) Page 1 of 1 BILL ANALYSIS Office of House Bill AnalysisS.B. 424 By: Carona Judicial Affairs 4/22/1999 Engrossed BACKGROUND AND PURPOSE Current law requires an applicant seeking court reporter certification to use a manual or an electric typewriter for transcription in part of the examination. S.B. 424 amends the Government Code by deleting specific references to typing and the use of typewriters to permit the use of an instrument other than a typewriter during the court reporter examination process. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 52.023(b), Government Code, to require an applicant to prepare, rather than type, a transcript of the material taken down as part of the examination for certification as a court reporter. Deletes text authorizing the use of a manual or an electric typewriter. SECTION 2. Emergency clause. Effective date: upon passage.
