BACKGROUND AND PURPOSE

Current law requires certain state agencies to file a roster or list of
licensees with the secretary of state. The secretary of state then makes a
record of the filing and transfers the report to the State Library and
Archives Commission for long-term retention. S.B. 234 deletes the
requirement of filing the roster or list of licensees with the secretary of
state in order to streamline the record-keeping process.

not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
