HBA-KMH S.B. 217 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 217 By: Duncan Criminal Jurisprudence 3/29/1999 Engrossed BACKGROUND AND PURPOSE Currently, a person can be excused from grand jury service if that person is 65 years or older. S.B. 217 increases the age at which an otherwise qualified person may be excused from jury duty if the person is older than 70. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Article 19.25, Code of Criminal Procedure, to authorize a person older than 70 years, rather than 65 years, to be excused from serving on a grand jury. SECTION 2. Effective date: September 1, 1999. Makes application of this Act prospective only in respect to persons summoned to serve on a grand jury after the effective date of this Act. SECTION 3. Emergency clause.
