BACKGROUND AND PURPOSE 

Currently, Texas law requires the advanced research program to encourage
and support basic research in certain subjects at state-funded colleges and
universities.   S.B. 210 directs certain higher education research programs
to address environmental issues affecting the Texas-Mexico border region. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 142.002, Education Code, to include environmental
issues affecting the Texas-Mexico border region to the purpose of the
advanced research program established by this chapter. 

SECTION 2. Amends Section 143.003, Education Code, to require environmental
issues affecting the Texas-Mexico border region to be included in the list
of initial research areas of the advanced research program. 

SECTION 3. Emergency clause.
                      Effective date: upon passage.
