BACKGROUND AND PURPOSE

Currently, the boards of trustees of school districts may commission peace
officers to protect students and personnel on school campuses. However,
the governing board of the Texas School for the Deaf, which operates school
campuses and student residences, does not have the authority to commission
peace officers. S.B. 1776 grants the governing board the authority to
employ security officers and commission peace officers.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.

(School District Peace Officers and Security Personnel).

SECTION 2. Effective date: August 31, 1999.
