BACKGROUND AND PURPOSE 

Currently, there are 12 different special license plates for military
veterans with various registration and application fees.  Surviving spouses
of members of military forces who made the ultimate sacrifice in defense of
our country are allowed to purchase special license plates at regular
rates. S.B. 1621 allows the surviving spouses of those killed in action to
register plates at the lowest fees currently required by the state. 

RULEMAKING AUTHORITY
 
It is the opinion of the Office of Bill Analysis that this bill does not
expressly delegate any additional rulemaking authority to a state officer,
department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 502.266(c), Transportation Code, to authorize
the surviving spouse of a person who was killed in action while serving in
the United States armed forces to register a vehicle without paying a
registration fee or a fee under Section 502.258 (Members or Former Members
of United States Armed Forces), Transportation Code.  Requires the
registration application form to be provided by the Texas Department of
Transportation and to be accompanied by a $3 fee. 

SECTION 2.Effective date:  September 1, 1999.
  Makes application of this Act prospective.

SECTION 3. Emergency clause.
