HBA-JRA S.B. 1180 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1180 By: Harris Criminal Jurisprudence 5/10/1999 Engrossed BACKGROUND AND PURPOSE Currently, a provision of the Bail Bonds Act requires reports to be filed annually with the Texas Judicial Council. S.B. 1180 rescinds a County Bail Bond Board's duty to file reports and furnish information on the operation of the bonding business in the county at the request of the Texas Judicial Council. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 5(f), Article 2372p-3, V.T.C.S. (County Bail Bond Board), to delete the County Bail Bond Board's duty to file reports and furnish information on the operation of the bonding business in the county at the request of the Texas Judicial Council which is required to report to the governor and the legislature annually on the operation of the bonding business in the state. SECTION 2.Emergency clause. Effective date: upon passage.
