HBA-MPM S.B. 1060 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1060 By: Bivins Public Education 5/6/1999 Engrossed BACKGROUND AND PURPOSE Current law authorizes the creation of special purpose districts for the education of students in special situations whose educational needs are not adequately met by regular school districts. S.B. 1060 gives the State Board of Education the option of increasing the number of individuals who may serve on the boards of trustees of certain special-purpose school districts. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION. 1. Amends Section 11. 352(a), Education Code, to require the State Board of Education to appoint for each district established under Section11.351 (Authority to Establish Special-Purpose School District), Education Code, a board of three, five, or seven trustees. Makes conforming and nonsubstantive changes. SECTION 2.Emergency clause. Effective date: upon passage.
