HBA-DMD H.C.R. 246 76(R) BILL ANALYSIS Office of House Bill AnalysisH.C.R. 246 By: Gallego State Affairs 5/10/1999 Introduced BACKGROUND AND PURPOSE Former State Representative Susan Gurley McBee served the citizens of Del Rio as a member of the Texas House of Representatives from 1975 to 1983. Ms. McBee followed in the footsteps of her mother, who served two terms in the house during the 1950s. Ms. McBee distinguished herself as a hardworking and exemplary legislator, setting a standard to which public officials for generations to come may aspire. In addition, Ms. McBee was the only woman in Texas history to serve as chair of the prestigious House Calendars Committee. Ms. McBee followed her service in the legislature with an outstanding career as a teacher in the Del Rio public school system, and her influence on her students has been exemplary. In recognition of her commitment to the well-being of this state and in honor of her lifetime commitment to the people of Texas, it is truly fitting that Del Rio's new Texas Department of Public Safety office building be named in her honor. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.C.R. 245 authorizes the General Services Commission to name the Del Rio Department of Public Safety facility for Susan Gurley McBee. Provides that the members of the Texas Legislature commend their former colleague for her many accomplishments and extend best wishes to her, her family, and the citizens of Del Rio.
