HBA-ATS H.C.R. 108 76(R) BILL ANALYSIS Office of House Bill AnalysisH.C.R. 108 By: Puente State, Federal & International Relations 4/17/1999 Introduced BACKGROUND AND PURPOSE Since the implementation of the North American Free Trade Agreement, trade activity between the United States and Mexico has significantly increased. For example, the number of commercial trucks crossing from Mexico to Texas has increased by 88 percent, with an average annual increase of 17.2 percent. Eighty percent of the value of the United States' exports to Mexico pass through Texas' land ports of entry. To address this increase in traffic, the Texas Department of Public Safety has implemented an enforcement program that is designed to increase Mexican truckers' compliance with American safety standards. H.C.R.108 urges the United States Department of Transportation to provide additional funding for the Texas Department of Public Safety to increase manpower at the border to perform truck inspections. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.C.R.108 urges the United States Department of Transportation to provide additional funding for the Texas Department of Public Safety to increase manpower at the border to perform truck inspections. Provides that the secretary of state forward an official copy of this resolution to the Secretary of the United State Department of Transportation.
