BACKGROUND AND PURPOSE 

Currently, home health services provide various services such as physical
therapy, social services, dialysis, and nutritional counseling to
individuals living at home or in independent living environments.  However,
home heath services do not provide other services such as blood pressure
monitoring, diabetes treatment, and minimal house cleaning.   

C.S.H.B. 811 allows home health services to provide blood pressure
monitoring, diabetes treatment, and minimal house cleaning to an individual
in a residence or independent living environment by including these
services within the definition of "home health service." 
  
RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 142.001(12), Health and Safety Code, to expand
the definition of "home health service" by including blood pressure
monitoring, and diabetes treatment among the list of health services
provided to an individual in a residence or independent living environment.
Makes nonsubstantive changes. 

SECTION 2.  Effective date: September 1, 1999.

SECTION 3.  Emergency clause.

COMPARISON OF ORIGINAL TO SUBSTITUTE

C.S.H.B. 811 modifies the original in SECTION 1 (Section 142.001(12),
Health and Safety Code) to delete "minimal house cleaning" from the list of
services included in the definition of "home health service." Make  a
nonsubstantive changes.
