BACKGROUND AND PURPOSE

resistance is offered. H.B. 650 provides that a sexual act occurs without
a person's consent if the person expresses through words or conduct that
the person does not consent.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
