HBA-DMD H.B. 593 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 593 By: Hinojosa Judicial Affairs 4/8/1999 Introduced BACKGROUND AND PURPOSE Currently, there is a perceived local need for a new district court in Hidalgo County. Since 1985, no new urban district courts have been created in Texas outside El Paso. H.B. 593 creates new district courts in Hidalgo County. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 24, Government Code, by adding Section 24.554, as follows: Sec. 24.554. 408TH JUDICIAL DISTRICT (HIDALGO COUNTY). Creates the 408th Judicial District, composed of Hidalgo County. SECTION 2. Amends Subchapter C, Chapter 24, Government Code, by adding Sections 24.555 and 24.557, as follows: Sec. 24.555. 409TH JUDICIAL DISTRICT (HIDALGO COUNTY). Creates the 409th Judicial District composed of Hidalgo County. Sec. 24.557. 412TH JUDICIAL DISTRICT (HIDALGO COUNTY). Creates the 412th Judicial District composed of Hidalgo County. SECTION 3. Effective date: September 1, 1999, for the creation of the 408th Judicial District. SECTION 4. Effective date: January 1, 2000, for the creation of the 409th and 412th Judicial Districts. SECTION 5. Emergency clause.
