BACKGROUND AND PURPOSE 

County Court at Law No. 3 in Fort Bend County was created in 1995. Since
that time the population in that county has continued to increase. The
three existing county courts dispose of 2,300 cases on average per year.
With this volume of cases, the backlog of cases also continues to increase.
C.S.H.B. 572 creates County Court at Law No. 4 of Fort Bend County.  

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 25.0811, Government Code, to create County Court
at Law No. 4 of Fort Bend County.  Makes nonsubstantive changes. 

SECTION 2. Effective date: January 1, 2001.

SECTION 3.  Emergency clause.

COMPARISON OF ORIGINAL TO SUBSTITUTE

This substitute differs from the original bill in SECTION 2, by changing
the effective date from September 1, 1999, in the original to January 1,
2001, in the substitute.
